The Commission for Treatment Abroad (CTA) was established to provide the Bulgarian citizens with medical services outside the scope of mandatory health insurance that are related to payment for disease treatment abroad.

The Ministry of Health (MoH) pays for disease treatment of Bulgarian citizens abroad if Bulgaria does not have sufficiently effective means, equipment, efficient methods or specialists for treatment of a specific disease. CTA assesses in each case whether those conditions are met and upon positive decision the MoH pays for treatment of Bulgarian citizens abroad.
